As early as six days after I assumed office as Secretary of Agriculture, I invited the country's top rice farmers and asked them why they were producing as much as 12 metric tons per hectare when the national average harvest per hectare was only 3.9 metric tons.

They all gave me an answer which has now served as our formula in increasing farm productivity and in the process assure the country of sufficient rice supply while the farmers earn more.
